After my stroke, a lot of my propositional knowledge became procedural in the sense I think you mean here... I needed to employ various explicit formal methods to focus my attention on retrieving data in my brain, which used to be implicit and unconscious. Asking myself questions out loud was a useful one, for example.

Eventually, I regained the ability to do that implicitly and without formal methods. But I still notice myself asking myself questions out loud sometimes. I just don't think of it as a procedural task anymore.

In other words, for a while my brain was external to "me" when it came to certain functions, and now it isn't anymore.

I suspect something similar will happen with the Internet.
