That sounds more like semantics than anything. If you don't define mental disorders in such a way as to explicitly reject neurotypicality, either it will count as a disorder, or any disorder that isn't debilitating won't count. If you do count it as a disorder, then it's pretty obvious that it's the most common.

"The most common mental disorder" is actually a pretty good definition of neurotypicality.
