If there are enemies: play my part in the outcome that brings the total payoff of the coalition of all enemies down to their security value.

Is this saying that the goal switches from "giving friends the maximum possible points" to "giving enemies the minimum possible points"?

Yes. If there's even one enemy, all friends switch to asshole mode to minimize the maximum that enemies can collectively win. Sorry, guys, this is a one-shot game and we can't punish you in the next round. In light of this we hope that you choose your algorithm wisely today.

Why wouldn't the alliance seek to maximize their profit anyway? What gain is there in trying to punish the enemy?

It's not an equilibrium if players can increase their profit by unilaterally switching strategies. This game might have a nicer solution that doesn't punish so much, but I haven't found it.
