How, then, can we develop the ability to put rational thought into practice?

Well, your posts suggests one option: Lots of practice presenting rational answers to problems to a well versed social group while drunk.

Furthermore, my experience with smart people strongly suggests that they are less likely to develop that capacity.

My experience makes a similar suggestion.
