I like this comment, however I think this is technically false:
I think most people don't have an opinion about this, and don't know what "substrate" means. But then, "most people" is a bit hard to nail down in common usage.
I think it's useful to quantify over "people who know what the question would mean" in most cases.
Thinking through some test cases, I think you're probably right.
