I believe our culture is an outlier so far as men dressing up is concerned. My impression is that in most cultures men and women do about equally elaborate display.

Colonial America is the only culture I can think of where men were dressier than women.

BTW, unlike many other things about American culture I read on the Internet, that also applies to Italy (possibly even more so, contrary to what seems to be common belief), so in the great-grandparent “our culture” should be interpreted more broadly than you might have originally intended.

So far as I know, the business suit in a dull color is an international standard these days. I don't know the history of it.
