also, to clarify, i'll repost a comment i wrote at http://patrissimo.livejournal.com/1387816.html regarding the same quoted material as what i quoted above:

"Look at Hans von Seeckt in the Truppenamt, the institution of the General Staff, the war games played by the Prussian and German military simulating war conditions, the debates of the Militär Wochenblatt. To me this seems a culture friendly to the half nerd, half man of action, or the nerd working with the man of action. The history to me seems to be of a military that was intellectually engaged and also practiced ideas to see what worked and what didn't, and had spectacular battlefield success in the second half of the nineteenth century and twentieth century compared to its enemies (see A Genius for War, Dupuy).
