Our decision making algorithm is not much more than: invent a plan, try to predict what will happen based on that plan, and if the prediction seems good, implement the plan. All the "magic" really comes from the ability to make accurate predictions.

You need to locate a reasonable hypothesis before there is any chance for it to be right. A lot of magic is hidden in the "invent a plan".
