Local does not necessarily mean that you're knowledgeable and free of values conflicts, and distant does not necessarily mean that you're ignorant or that values conflict. Within a household, a person might have values disagreements with their spouse about religion, work/family balance, or how to raise their kids, or with their kids about their sexuality or their career. Across the world, many efforts at acting morally for the benefit of foreigners are aimed at shared values like health & survival, as with charities that provide food and medical assistance (there may be difficulties in implementation, but not because the recipients of the aid don't similarly value their health & survival).
