Slowly gives the option of figuring out some things about the space of possible AIs with experimentation. Which might then constrain the possible ways to make them friendly.

To use the tired flying metaphor. The type of stabilisation you need for flying depends on the method of generating lift. If fixed wing aircraft are impossible there is not much point looking at ailerons and tails. If helicopters are possible then we should be looking at tail rotors.
