This is John Searle's Chinese room argument. Searle, John (1980), "Minds, Brains and Programs", Behavioral and Brain Sciences 3 (3): 417–457. Get the original article and the many refutations of it appended after the article. I don't remember if 457 is the last page of Searle's article, or of the entire collection.
