Query: by what objective criteria do we determine whether a political decision is rational?

What does "rational" mean in this context? Could you rephrase it without using words "rational", "objective", and if possible "political"?

Based on comparison with the original version of the post, I'm pretty sure that by "political" woozle just means any complicated decision, involving many independent pieces of evidence and chains of reasoning.
