The answer seems to depend on where you put the edges of optimization processes. The market is a mechanism that solves the problems of production and distribution, and it learns from the past. I think "mechanism to solve problem + learning" is enough to qualify as an optimization process, but if you're using it in a different technical sense you can sensibly disagree.
