Unfortunately, "description length" does not uniquely identify a value. To get a description length for a laws-of-physics or a position inside them, you need a description language and a metric over it. Much has been made of the fact that the complexity of a laws-of-physics differs by only an additive constant between description languages (since you can always prefix an interpreter), but unfortunately that additive constant is enough to bend the model into consistency with almost any observed laws-of-physics.
