so is the idea to attract economic activity with stuff not allowed elsewhere? namely drugs, gambling, prostitution, lax taxes, and medical tourism?
If it became a particularly common practice I expect those industries would find their way in. But it certainly isn't the idea. The freedom itself is its own kind of power and the real motivation.
