Tangentially, silica gel packets are sometimes packaged with food. Wild guess: The warning is intended for that context. Your point still stands, though.
But, if humans shouldn't eat it, why would they mix it in with the food supply in the first place?
I guess a factory manager finally took one of my suggestions.
