Utility functions do not converge even with time discounting. See http://arxiv.org/abs/0712.4318 - though time discounting is not mentioned, it does not affect the result.
I guess bounded utility functions are where it's at then. Or finite hypothesis spaces. Or, of course, making the busy beaver function illegal :3
