One important question is if getting to whole brain emulations first would make subsequent AGI creation 1. more or less likely to happen, 2. more or less likely to be survivable.

Only important if there's much chance of whole brain emulations coming "first" - which still looks vanishingly unlikely to me. Think: aeroplane, not bird emulation - or you go too far off the rails.
