Is it just me or is there something not quite right about this, as an English sentence.

Could be fixed by adding 'of'

Of the other 72.3% of people who had to find Less Wrong the hard way,

or removing 'who'

The other 72.3% of people had to find Less Wrong the hard way.

Right. For some reason the period instead of comma confused me much more than it should have.
