(I draw a distinction between tribal identity and ideology - tribe is about identifying with a group of people, ideology is identifying with a belief-structure).

I can't think of an ideology that dosen't also create tribalism. I can think of some kinds of tribalism that don't create ideology (except if you take the implicit pan-human norm of in-group vs. out-group and self-interest as an implicit ideology).

That's probably a fair assessment. The two phenomena are absolutely related (I mean, I'm deliberately working with them both for a reason) but I don't think they're completely identical and I think it's useful to be able to talk about how the individual effects interact.
