You say that rationality only slightly correlates with winning. I think that's because incremental increases in rationality don't necessarily lead to incremental increases in winning. Winning is governed by lots of factors, and sometimes you have to get over a critical threshold of rationality to see the results you want.
True. If you look at it that way, x-rationality wont have a standard co-relation of 0.1. The co-relation shall be dependent on how much of a limiting factor x-rationality really is.
