Isn't this backwards? The dilemma occurs if payoff(unbelieved statement) > payoff(believed statement).

It's most definitely a typo, but we all know what the payoff matrix is supposed to be.

I actually wasn't sure until I saw Allan Crossman's comment, though if that hadn't been there I probably would've been able to figure it out with a bit more effort.
