I read this as "people who aren't ( (clownsuit enjoyers) and (autistic) ) ...", but it looks like others have read it as "people who aren't (clownsuit enjoyers) and aren't (autistic)" = "people who aren't ( (clownsuit enjoyers) or (autistic) )", which might be the stricter literal reading. Would you care to clarify which you meant?
