Any relevant strategies for reducing existential risks that I can think of, cull off some small percentage of relevant population first, based on very simple sanity criteria. This does not completely solve your problem (ensuring sanity), but it removes the obvious nutjobs.

edit: also, how do you ensure you discriminate between technobabble and designs? What if you have technobabble for a design and consequently the 'understanding' equals insanity?
