No external, rote technique can work for all people. Specifically:

it is possible for such algorithms or methods to exist, but not techniques or recipes with a fixed number of steps for all cases.

And regarding this:

it may require the medical technology to "rewire" or "reprogram" the brain (pick your inapt metaphor).

Do note that this "medical" technology is already available, courtesy of your brain, which already has the ability to "rewire" and "reprogram" itself upon demand. In fact, it is precisely this ability to rewire itself that causes external techniques of the type you describe to fail in the long run. If you bypass your brain's attempts to avoid or obtain something, it will literally begin reprogramming itself to route around your bypass.

The trick is to get this rewiring process to work for you, instead of against you.
