It's important to distinguish "The map is not the territory" from "The map is not a perfect representation of the territory.".
The major difference is that beliefs cannot easily be used as direct or indirect concrete objects; I cannot look in my belief of what's in the basket and find (or not find) a marble. I cannot test my beliefs by experimentation to find if they correspond to reality; I must test reality to find if my beliefs correspond to it.
