That's not what I thought it means. My understanding was that it's something like: "all parties should be heard", and it's more of a legal thing...

I'm not an expert at Latin, but from what I can tell the vast majority of resources on the internet side with Klao's interpretation, and its Google translation seems much closer to the wikipedia version.
