What's the difference?
The survey says to answer the other probability questions using percentages (a range from 0->100) rather than probabilities (range from 0->1). If someone forgot, they might forget to multiply by 100, and even though it probably wouldn't be hard to tell the difference, it makes it a bit harder to process the data, I think.
