That's a pretty irritatingly-wrong quote. Of course the scientific method is social of reasons other than the stupidity and self-deceiving nature of scientists. For example, the scientists doing the cigarette-company-funded science probably weren't stupid or self-deceiving. Other scientists doubted their science for a different set of reasons.
