I believe so. If you look at https://groups.google.com/forum/?fromgroups#!forum/brain-training you can see my FAQ is stickied.
Apparently only the group owner(s?) can do that. On a side note, "Display at the top", while easy to understand, was not anywhere close to a phrase I was looking for, and I definitely skipped right over it at least once.
Why should anyone but the group owners be permitted to do it?
You didn't actually say how to do it, only that it was possible. So I searched again with confidence, and that's what I found out.
