Riv12 does not contain the phrase "'Tasmanian technology trap", so the quotation marks are a bit misleading. (I'm not sure how it describes a "trap" at all).

Tasmania fell into a situation where technologies were lost - people did not know the technologies their ancestors possessed (such as for boat building), even if these skills would have remained useful. The reason seemed to be the low population didn't allow the presence of enough specialists.
