There is a business joke that says you cannot make something idiot-proof, because they can always build a better idiot.

With financial scams, for instance, you can always stop a fool from participating in one particular scam. But if the fool is determined to participate in some scam, somehow, you cannot stop the fool. I think that many fools have that degree of determination.
