Regulations and minimum wage means hiring the worst workers in america is more expensive than getting the same production from workers in 3rd world countries, but the most marginal workers are not getting produced at any less a rate in america than they were in the past.
Not sure I followed your second clause, was 'most marginal' a euphemism for 'worst'?
