Why don't you think normal market mechanisms...

It is not clear that markets can see that far in to the future. Part of the value of a high-ish discount rate is that it discounts the more unreliable far future predictions against the closer in ones. To someone with better future vision, the optimum discount rate would be lower.

Someone who actually has better future vision can become very rich via the financial markets.
