It may partly be because these were not recognized as disaster when they were approaching. Either because the responsible ones lacked the big view, because they lacked some fundamental knowledge or thought it was a good thing.
Anyway I think that the law of slow-moving disasters is too weak to stand against the Planning Fallacy.
