What do you mean by 'fascist' anyway?

There's a simple example. Let's say 90% of the kids at school are from the town A and 10% are from the town B. The school is 100% funded by the central government, via everyone's taxes.

Kids are generally allowed to play football. Should all kids from the town B be forbidden from playing football? Fascists are the ones who vote yes (most typically on the grounds that it'll be good for the town A). Fascism is what you get when such people are the majority. Do you agree that this describes the essence of "fascist" policy debate?
