Yes, but every other model of universal computation gives the same results, besides for a single constant (the cost of intercomputation between the universal models).

The most-different case is the same results but for the worst-case intercomputation cost.

However, the ratio between best and worst case intercomputation costs for different sets of operations might not be trivial, and that would distort things.
