Maybe some context would help. I found this as an epigraph to chapter 5 of Expert Political Judgment, called "Contemplating Counterfactuals." The idea is that, very roughly, we make up stories about how history would have gone under different circumstances — stories which support our prejudices and are approximately impossible to check. Tetlock also edited a nice volume on just that subject.
