You're talking as if this purpose were a property of happiness itself, rather than something that we assign to it.

There are all sorts of realities that you cannot dictate at will. Purpose can be defined evolutionarily, and function is not a property that we assign. Do you 'assign' the function of your pancreas to it, or does it simply carry it out on its own?

Because, er, it makes people unhappy?

No, because it makes them dead. Or destroys them in a host of more subtle ways.
