It sounds like he wasn't presented with any concrete evidence that you're a good fit for the military, so his choice doesn't seem altogether unreasonable. Of course this doesn't really apply if you did show up with something more than your childhood diagnosis, say, some recent evals from the psychiatrists you've been going to.
