My objection is to the 'set amount.' What about the Bunny Ears Lawyer trope, where someone purchases additional weirdness points with a track record of outstanding competence?

Sure they do, you just need to look in the right places. Speaking of lawyers, one place would be the tax department of a top-tier New York law firm. Another place would be sysadmins of small companies.

Not to the same extent, maybe, but I was under the impression that it does occur. I'm not willing to go check right now due to memetic hazard, but doesn't TV Tropes have a page full of real life examples?

My favorite example from that page is Paul Erdős, who spent his life couch-surfing from one mathematical collaborator to the next.
