I didn't want to tell it to you before because I thought it might prejudice your decision unfairly.

If Draco has has the last half-hour of his memory sealed off, then why does Harry say these words to him? Shouldn't Draco respond, "What decision?"

Unless it's a more nuanced memory charm, such that he only subconsciously remembers the conversation.

Right, presumably the spell seals memories, but the associated emotions manage to color the actions, hence "Draco ignored him". This would not be surprising, given that conscious memories are mostly System 2, while emotions are mostly System 1. The memory sealing spell only interrupts the conscious retrieval pathways. </wild speculations about the neuroscience of a fanfiction of a fantasy by someone who sucks at all three>.
