Oh, wait: assuming the second researcher stops as soon as (r >= 60) AND (N >= 100) (the latter expression to explain that they kept going until r=70), then the distribution above 60 will actually not be any different (all the probability mass that was in r<60 will be lumped into r=60). So then the two experiments will be equivalent as long as N=100. If N>100, well, only the second experimenter could possibly have generated that result.
