In Saudi Arabia clerics can preach that it's right to hate Christians and Jews but are not allowed to preach that it's right to do violence against Christians and Jews. In your framing teaching hate would be peaceful because it's not violence. Calling teaching hate unpeaceful isn't up to debate even if the common understand of what being peacful means includes not teaching hate.
