A combination of low IQ and the fact the the political will to properly police black neighborhoods doesn't exist due to the type of "anti-racism" you support.

What does this entail?
See any criminology textbook. Low IQ is a strong predictor of criminal behavior.
Why? This is more specuative
Inability to forsee consequences of actions.
Opportunity cost is lower - if you have a good chance to enjoy a good income through talent and hard work, then the alternative is less appealing.
Low IQ people are more likely to be at Kegan Development Level 2, which impairs empathy.
