what exactly do you mean by the phrase "the 'complexity' of that entire universe... would be 500 bits."

He means 500 bits plus log2 the size of the initial conditions, plus log2 the number of instants elapsed since then - which is the number of bits you would need to specify a current multiverse state under the specified assumptions.
