Will Pearson: Show us simple laws which predict how many galaxies worth of atoms there would be in a universe (why not one?), and I will take 500 bits for generating the universe somewhat seriously...

Been done. It didn't work out, and Eddington's theory is now only history, but the example shows that it is not out of the question that there be such laws.
