Is this reduced impact thing essentially an attempt to build the status quo bias into an AI? (Don't get me wrong, I'm not saying that would necessarily be a bad thing.)
Well, status quo bias without actual status quo enforcement and with the specified commands carried out to the letter seems like an approximation of Friendlyness for AIs that are not superpowerful.
