It seems to me that the heart of Pascal's mugging is the question of whether the universe is much bigger than I think it is. If there's a good chance of that, then I should prioritize exploration over exploitation (if I have an unbounded utility function). An agent that claims to be able to exploit the big universe doesn't really make the problem worse.
Given a few additional assumptions, such as the life of the agent being indefinite, I would agree. However, that doesn't give you a reason to reject the muggers offer (I don't think), it just gives you an incentive to explore.
