You can combine a million questions into "one question" by having a scoring function that adds the scores of component scores. So the only problem is that we can't ask followup questions.

Correct. In the first setting you only get to ask questions you can formalize now. In the second setting, you can ask questions to help with the task of formalizing more and more complex ideas.
